Immediately hold special Assembly session to table CAG reports: L-G to govt.

Lieutenant-Governor Vinai Kumar Saxena has asked Chief Minister Atishi to immediately convene a special session of the Delhi Assembly to table 14 Comptroller and Auditor General (CAG) reports related to several policy initiatives, Raj Niwas sources said on Monday.

The development comes at a time when the Delhi High Court is hearing a plea in this regard by the Delhi BJP legislators seeking directions to the Aam Aadmi Party (AAP) government to table the reports in the Assembly for discussion.

In response to the petition, the Delhi government told the court on December 12 that Ms. Atishi had forwarded to the L-G reports related to liquor duty, pollution, and finance to be tabled in the Assembly.

In a file noting to the CM, Mr. Saxena said that the session must be convened without further loss of time to ensure “adherence to the constitutional mandate”, as CAG reports are “vital to assess the financial and administrative health of the government in a democratic set-up”.

Expressing displeasure over the delay in tabling the reports, the L-G said the government had “failed to discharge its constitutional obligation and deprived the Legislative Assembly from discharging its core duty of exercising legislative control over the executive”.

During a hearing on Monday, the L-G’s counsel told the High Court that Mr. Saxena had given approval to tabling reports pertaining to liquor duty, pollution, and finance in the Assembly.

The counsel said that since the Winter Session of the Assembly had been adjourned sine die on December 4, the Speaker had the “prerogative to recall” the session.
